Fire Chief John Spradley

John Spradley – Fire Chief

I was hired by Klamath County Fire District No. 1 in 1988 as a Firefighter/EMT.  Previously I had volunteered with the Fire District and was a paid firefighter with Medford Fire and Rescue.  I moved up through the ranks of Captain, Division Chief of Operations, and in 2014 was promoted to Fire Chief.  I am responsible to our elected five member Board of Directors to ensure that Fire District No. 1 provides professional emergency services that meet our community’s needs.

I am currently a member of the Oregon Fire Chiefs Association and the International Association of Fire Chiefs.  I serve as the Vice President of the Klamath County Fire Defense Board.  I also represent Fire District No. 1’s interests at the Klamath Falls Traffic Advisory Board, 911 Advisory Committee, and the Klamath County Interoperable Communications Group.

Matt Hitchcock - Division Chief - Operations

Klamath Falls became my new home when I was hired by Fire District 1 in December 2017.  My responsibilities include the administration of emergency response services delivered by the outstanding men and women of our department. I’ve been in the fire service for 23 years beginning my journey in 1995 as a firefighter in the US Air Force. Since then, I’ve been assigned roles such as Captain, Fire Chief, and many others in between at locations in North America, Europe, and Southwest Asia.

Serving the citizens of Klamath Falls in this capacity is one of the greatest honors of my life.

Devon Brown

Devon Brown - Division Chief - EMS

I took the newly created position of Division Chief-EMS in July 2017. I have experience in both Fire and EMS. My fire service career started with the Avon, CO Fire Department in 1997. My fire career progressed from a volunteer and resident firefighter to a Firefighter/EMT, Firefighter/Paramedic, and finally a Lieutenant. I have worked for departments in both Colorado and Indiana. I moved on to a career with the Federal Government and held positions of US Park Ranger, EMS Coordinator, Fire Captain, technical rescue team member at Grand Canyon National Park.  I then became a helicopter base manager and flight paramedic for Indiana University Health LifeLine.  While working at IU Health, I completed my RN so I hold both licenses plus other critical care and flight medic certs.  I have experience as an ER RN and recently served as the Clinical Affairs officer for a county-based EMS system.

Phil Hull

Phil Hull – Finance Officer

I was hired in 2000 as the Fire District No. 1 Finance Officer.  I am responsible for payroll and employee benefits administration, budgeting and financial reporting, and accounting.  I belong to the Oregon Fire Service Office Administrators and the Society for Human Resource Management.

Celeste Aldinger

Celeste Aldinger – Information Technology Specialist

I was hired in 2005 as an Information Technology Specialist.  I oversee the computer network infrastructure between the six fire stations.  This includes managing and maintaining all the hardware and software.  I provide all of the geographical mapping for the Fire District, administer the company web site and social media accounts, and process the required state and federal reporting for fire and EMS.  I have received my NFIRS Program Manager certification through the National Fire Academy.

Nichole Hirschbock

Nichole Hirschbock – Lead Ambulance Billing Specialist

I was hired in 2013 as the Lead Ambulance Billing Specialist.  I am responsible for reviewing all EMS medical charts for completion and accuracy.  I prepare all ambulance billing documents and post payments to accounts.  I am the primary contact for EMS billing, and am cross-trained to provide backup in other Administrative positions.  I belong to the National Academy of Ambulance Coding and serve on the committee for the annual Operation Prom Night.

Nikki Osborn

Nikki Osborn – Administrative Assistant II - Finance / Office Clerk

I started with Fire District No. 1 in April of 2017 as the Administrative Assistant - Finance/Office Clerk. I provide administrative assistance to members of the Fire District both internally and externally. I also process accounts payable, oversee the Highway Assist program, am the Secretary/Treasurer for Klamath County Fire District No. 1 Foundation, and assist with administrative duties for Klamath/Lake HazMat Team 4.

Debbie Fleming – Customer Service Clerk

I joined KCFD1 on May 1st and brought with me extensive experience in office administration, property management, and medical records. I moved from the Beaverton area to Klamath Falls in 2004.

My greatest joys are my daughter Sarah who is a retail manager, my son Derek who is a USMC police officer, and my 5 year-old grandson Liam. Liam and I enjoy planting the spring garden together and it is reported he already has his construction equipment digging trenches in the garden beds and relocating worms and bugs.

I am very excited to be a part of KCFD1 and to work with the Klamath Falls community.
